Seal coating is a method of preserving asphalt paving. Not only does it give the dark black appearance back to asphalt, it also fills in rock pockets of the surface, which prevents surface raveling.

Why Is Seal Coating & Crack Sealing Important?
By October, with declining temperatures, there is little time remaining for protecting pavement surfaces against the ravages of winter. Fortunately, crack sealing, one of the most cost-effective methods for preventing freeze-thaw damage to asphalt, can be done into the late fall and winter—so long as there is no snow cover. 
Water Penetration Is the Problem
Water penetration through cracks in asphalt is a destructive process anytime of the year. As water reaches the underlayment, the wet soil yields under the weight of passing vehicles, causing settlement and breaking of the asphalt above, which leads to potholes.
During the winter months, this winter damage is greatly accelerated through freeze-thaw cycles. The wedging action of ice opens small cracks into larger breaks and spider-web cracks, allowing increased amounts of water to reach the underlayment. During a wet winter, an area of seemingly insignificant cracks can develop into gaping potholes with remarkable speed.
Crack Sealing Is the Answer
The best protection against water penetration is sealing all cracks with a hot-applied rubberized joint sealant that meets federal specifications. Even at very low temperatures, the superior durability and flexibility of this product allow it to block water seepage throughout the underlayment of the surrounding good pavement. It quickly stops the damage from spreading over a much larger area. 
If isolated areas exist where pavement damage is too extensive to be crack sealed, then those areas should be cut square, ripped out, regraded, repaved with 1.5" of bituminous binder, then paved by 1.5" of bituminous topcoat asphalt. Edges should be emulsified to bond the new pavement to the old.
